I'm a bit late but you can do this in TBuilder. If you load an image on the left side, you can right-click over a range to animate it (you can control the animation using the controls at the bottom, hit Pause to stop it). If you're in fullscreen mode, can you try it in windows mode and try again? If you're in windowed mode, can you try it in fullscreen and try again? I don't think you can change properties like FOV on a regular camera. The only way is to use a Target trigger to make the camera look at something (usually the camera_target object). I agree with Michael, at least as far as the ratings go. The site doesn't have a grading rubric that reviewers must follow, so every reviewer has established their own way of rating levels. Unless trle.net decides to issue a directive about how to rate levels, it doesn't seem fair to me to expect so...

I agree as well, some of the levels were just too drawn out for my tastes, but other than that there were a lot of really good submissions this year. I'm happy that I was able to review all of them on time, which I think is the first time I've ever done so for a BTB :) I doubt I would have pulled it...
